Problem updating JCE Editor

Problem updating JCE Editor was created by ian brander
Our site admin says that there is an outstanding JCE Editor 2.8.10 update. When I attempt to update it fails with 'Error connecting to the server:403'. Is JCE included in the Watchful updates and any idea's as why it is failing?
